Enrollment Ceremony for the October 2019 Term
President's Address

Congratulations! Welcome to the National University, Tokyo University of Marine Science and Technology, which we call TUMSAT.

Today, I have invited two of our distinguished alumni as guests, one is Dr. Tabata, chairman of Rakusuikai and the other is Mr. Sada, Managing Director of Kaiyokai. Thank you both for your attendance at this ceremony.

One characteristic of our university is the high ratio of international students in our graduate school. It is at least 25% every year, ranking in the top ten of the 86 national universities in Japan. For this reason, in our October entrance ceremony, I am delivering this speech in English.

Tokyo University of Mercantile Marine and Tokyo University of Fisheries merged to become TUMSAT in October 2003. Since then, TUMSAT has been providing education to develop specialists who will help govern and manage ocean use in Japan. Based on its motto "Voices from the Ocean," TUMSAT has focused its efforts since the merger on fulfilling its mission to help Japan develop as a maritime nation and play a role in its contribution to the international community. From this fundamental perspective, we offer students opportunities for comprehensive education and research related to the ocean with a focus on the development of highly specialized researchers and professionals. Our aim is to form an internationally outstanding center for marine education and research in order to develop specialists who will play leading roles in industry, government and academia in international settings. Furthermore, taking advantage of our specialization in oceanography, we particularly focus on promoting and advancing global scientific research in the maritime field, comprehensively covering the environment, resources and energy, and including compound and peripheral aspects of these three areas. Currently, our university comprises three undergraduate schools and one graduate school. In the graduate school, Master's courses are available in seven majors, and Doctoral courses in two majors. We engage in educational research as Japan's only marine science university. And, we extend our efforts in our role as the central base in helping to develop Japan as an ocean nation.

I our school, we aim at specific goals: the United Nations Sustainable Development Goals, or SDGs, which are international goals adopted by the 193 member states of the United Nations in 2015 under the agenda, "Transforming our world: the 2030 Agenda for Sustainable Development". Among the 17 goals, Goal 14, "Conserve and sustainably use the oceans, seas and marine resources for sustainable development," is especially closely related to this university. Students of TUMSAT should be especially interested in the issues under Goal 14 for their research subjects. Be aware of how your research is related to the SDGs and the targets when developing your study plan.

In this situation today, what and how all of you should learn and produce in graduate school is called into question. In the Master's course, you need to deeply study your specialized fields, and to find out new inventions and discoveries through research. However, when conducting your research as an exit, you must always ask yourselves how your research can be useful for people. Meanwhile, in the Doctoral course, you must step into and develop a field that no one has studied, have a global view, conduct cutting-edge research, and produce good results. However, you must be careful not to concentrate only on research like threading a needle, the so-called blinkered way of research. Your research must involve seeing everything as a whole and solving problems. It is very difficult, but you need to constantly stay aware of your search for truth, and the position of your own research. This will lead to sharpening your problem-solving abilities yourselves, and to developing an ability to aim for the future. To acquire these abilities, internships and studies abroad are effective.

Of course, making presentations in an academic society, and participating in various symposia and seminars are also effective for developing the ability to see everything as a whole. Please make yourselves constantly sensitive to matters around you and to global trends, and play an active role. I look forward to watching your growth over the next two or three years.

Lastly, please study and conduct your research at our university in a way that fulfils your goals. In addition, please further develop and spread the outcomes you get throughout the world. I hope that all of you will become human resources who can play global roles as citizens of the world, rather than only as persons in Japan or as international students. International students who hope to find employment in the future in Japan, must study Japanese intensively. Because Japanese companies require sufficient Japanese ability.

I would like to say that "Seeking New Frontiers in Marine Science and Technology," opens up a new way for leaders in the marine industry, and those with the enthusiasm to establish a new industry. I will close my address for this enrollment ceremony with the hope that all of you will be able to make many wonderful friends, take up challenges for the future which the knowledge society requires with rich foresight and imagination, and develop the ability to play an active role.

東京海洋大学は2003年10月、東京商船大学と東京水産大学との統合以来、我が国が海洋立国として発展し、国際貢献の一翼を担っていくため、「海を知り、海を守り、海を利用する:Voices from the Ocean」をモットーに教育・研究を展開し、その使命を果たすべく努力しております。本学はこのような基本的観点に立ち、研究者を含む高度専門職業人養成を核として、海洋に関する総合的教育研究を行い、海洋分野において国際的に活躍する産官学のリーダーを輩出するための卓越した教育の実現を目指しています。さらに、海洋に特化した大学であるという特色を活かし、環境、資源、エネルギーを中心に、これら3領域の複合部分と周辺領域を含めた幅広い分野を包括した海洋分野におけるグローバルな学術研究の強力な推進とその高度化に取組んでいます。現在3学部1研究科体制で構成されています。博士前期課程は7専攻、博士後期課程は2専攻からなり、国内唯一の海洋系大学として、我が国を海洋立国として発展させる中心的な拠点としての役割を果たすべく努力しています。

本学は、2015年に国連加盟国193か国により決議された国際目標である、2030年までに「我々の世界を変革する:持続可能な開発のための2030アジェンダ」として、持続可能な開発目標 (Sustainable Development Goals: SDGs) を目指していきます。SDGsの中の17の目標のうち、目標の14「持続可能な開発のために海洋・海洋資源を保全し、持続可能な形で利用する」は最も重要な目標になります。本学の学生であれば、目標の14を中心に、まさに研究テーマとして取り組む内容が多く含まれていると思います。ぜひ、すべてのSDGsの目標とターゲットを頭の片隅におきながら、これから実施する研究テーマとの関連をしっかりと見据えて、発展させる努力をして欲しいと思います。
